Intracoastal Frontage, and Housing Stock Spanning a Century

Roscoe Boulevard runs parallel to the Intracoastal Waterway through Palm Valley. West-side properties front the water with docks; the east side is more rural, with some parcels designated for horses. Palm Valley itself was established around 1901, and it has never been developed as a single project — homes here range from pre-war cottages to current new builds, with everything in between.

That mix is the defining feature of working on this road. There is no standard house and no standard specification. One property may be original wood that needs restoration-grade scraping and carpentry; the next may be twenty-year-old stucco needing crack treatment and a breathable coating. We price from what is actually in front of us.

What is consistent is the water. Intracoastal and marsh frontage means humidity rather than ocean salt, and that means mildew on the shaded and water-facing elevations. We soft wash those, treat the mildew biologically so it does not simply grow back through the new coating, and allow genuine dry time. Docks, railings and waterside trim take the worst of it and usually need the most carpentry attention.

Roscoe Boulevard is a public St. Johns County road, not a gated community, and we could find no single homeowners association or architectural committee governing the corridor. For most homes on the road that means you can choose a colour and we can start.

Two caveats worth knowing. Platted subdivisions off Roscoe — Plantation Oaks among them — do have their own associations with their own rules. And St. Johns County operates a Ponte Vedra / Palm Valley Architectural Review Committee for its overlay districts, though the agenda items we could review were commercial and signage matters rather than single-family repaints. If you are unsure whether anything applies to your property, we would rather you confirm with the county than take our word for it.
